The Demise of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new 28-point plan for ending the war appeared – briefly – to have been defused. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The chain of conflicting incidents captured the grim essence of the recent timeframe. By day, negotiation efforts are fought: hopeful statements are released from various governments. Significant resources is expended on containing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the main instrument for achieving "resolution".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a capability afforded by current data. From vantage locations, defense planes that had been scrambled to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by Western partners.

Shortly after, Kyiv's air-defence systems engaged: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, presumably provided by Western nations. Every deployment creates sudden vibrations, rattling buildings. The moment of terror quickly gives way to grim resignation: perhaps the approaching threat won't hit its mark this time, sparing the city from catastrophe and additional electricity failures.

Ongoing Risks

Not long after, a heavy machine gun fired at a drone in the vicinity, part of a rapid response unit – almost certainly imported technology. Unfortunately, the shots failed to hit the hostile drone – it maintained course toward its destination.

Periodically, this persisted until dawn. Kyiv faced the daybreak reports: multiple fatalities, destruction and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on Western support – a reliance that European nations are clearly incapable to substitute in the near term.

Unsuccessful Negotiations

The comprehensive proposal from Washington provoked deep reactions, controversy and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new approach from Washington unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This cycle will, certainly, continue.

Tactical Assessments

It is easy to blame particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the whole story. American leadership operates on a assumption familiar among international relations experts: you cannot secure via talks what you have lost on the battlefield. The White House assumes that it is unfeasible to force Russia to surrender the areas that it presently holds in Ukraine's occupied territories.

The issue is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its favour in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their reason to agree to terms that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leader remains highly assured in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing lives and land but preventing a complete military breakdown until conditions improve in its advantage.

Existing Situation

Factually, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unacceptable, so that their priority does not switch to domestic problems. And although their objective will now be much harder after latest incidents, it remains highly unlikely that this will modify their basic position.

These opposing factors are influencing discussions.

Conclusion and Outlook

It took a just a single week to terminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, latest revelations, all achieved their purpose.

While new initiatives based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and demonstrate particular unwillingness to change the course of events, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, mainly require continued Western support.
