Nineteen of the Russian's twenty-one championships have been achieved on hard courts
A comeback the Russian player won his initial trophy for 882 days with victory over Frenchman Moutet in the competition championship match.
Medvedev, a ex- top-ranked player, has had a difficult period, managing just a single victory at the Grand Slams and undergoing a difficult moment at the US Open.
Medvedev's varied form on the ATP Tour - and issues with his serving in particular - resulted in him falling of the elite rankings and ultimately parting ways with long-time mentor his previous coach.
Currently collaborating with his coach and Rohan Goetzke, he has gradually improved in the past month - climaxing in a tightly fought competitive victory over opponent Moutet.
This represents his initial trophy since the Rome competition and initial on a hard court since spring of the previous year.
The win also indicates he has achieved 21 championships at twenty-one distinct tournaments.
"It's the first time I am participating in a competition with my two daughters together, so to get a championship is particularly special," stated ranked player Medvedev.
"This championship is in honour of my second daughter Victoria, because the maiden victory I got when my first daughter Alisa was born was for her."
The tennis star, the past champion, had lost his past six title deciders, featuring in the German tournament in the past months.
The player's counter-punching approach and recurring outbursts on the tennis court had prompted observers to doubt if his skill to compete at the highest level was finished.
But the athlete has made changes in the last few weeks, making an effort to approach the net and play positively, reinforced by an improved service.
The champion recovered from a disadvantage in the opening set against the difficult Moutet, winning 4 of the last five points to go ahead.
Both players traded break points in the second set before the Frenchman, striving for his first professional title, took control to push for a third set.
Moutet rescued 4 early opportunities in a close final set before the champion won the break to fifteen to serve for the match.
Fittingly, Medvedev secured victory with a point at the net, with his opponent failing to manage a shot after a lengthy match.
